It says you don't have to rinse but I should have and definitely recommend you do it even if you don't but your skin will feel softer and more beautiful if you do. This is the best makeup remover I have ever used. Period. After soaking the cotton pad with two sips of this liquid (which is liquid), I pressed the cotton to my eyes. I ended up using two cotton pads on my face because this liquid cleans VERY thoroughly. When I rubbed my face once or twice, the cotton was colored and soaked in makeup.
