I bought this a few months ago and use it almost every day, it makes very little noise, even at setting #2 and I've trimmed it. in multiple places (even in the car when the AC fan has been off for a couple of very hot days) and it's insanely useful. At some point I'll have to get a few more. If you need to clean the blades (we have a bit of moisture and a lot of dust here, we live on a mostly muddy road) I can suggest cotton swabs with alcohol on them, just stick them right in between the slats

Absolutely the BEST personal ventilator I have ever bought. My job does NOT allow us to plug anything into outlets other than our docks and monitors. Strange I know. So this fan plugs directly into my USB port and attaches to the bottom of my monitor. I bike to work and this fan keeps me cool after a shower. I keep it on high speed for about an hour and then switch to low. If you are looking for a quiet and powerful fan, I HIGHLY recommend this product.
