Failed to program anti-theft

After a few months in the packaging I finally took this key fob to the Dodge dealer for programming. The dealer said it couldn't be programmed and had already been used on another car. $83 wasted and return takes too long, so another $31 is wasted too.

THAT DOES NOT WORK! for keyless entry

Paid dealer 80.00 for the program. The key fob could only open doors. He didn't start the car. I had to buy FOB from the dealer.
