They don't work, they flash.?

Although easy to install, they don't work properly, both flashes periodically run continuously at equal intervals at the same time, not only do they light up, but they give me a spotlight, waiting for the manufacturer or seller to contact me. the reason why and if ballasts are required for proper operation
