Credo ex is one of the numerous scam exchange i know because the website went out of existence

I have always wondered why certain exchanges always come into the exchange market for a while and later on, went out of existence.
This exchange, credo Ex is also one of the numerous scam exchanges out there for which investors should beware of. It is centralised and was established in USA. The webpage has a very interactive and intuitive design. This web design is user friendly, simple, fast and easy to use.  
I didn't actually use this exchange but I read about it and discovered some characteristics of this exchange. These are:
1. The trading fee : I wouldn't say the trading fee is outrageous, but the trading fee seems too high to me. It has a value of 0.25%.This has really led to the reduction of my funds during trading and exchange. 
2. large number of traders: This exchange as at when I last used it had up to 1 million users (registered)  who had undergone all the trading and registration requirement.
3. Little liquidity: Though, there is a large number of users on this exchange, It still has a very low liquidity. Also,  the daily volume is $0 which indicates that there aren't much trading activities going on,in the exchange. 
This signifies that the website of this exchange, basic or conflicting information which I would say is not exactly true. If it has up to a million users as claimed, It's liquidity is supposed to be high.
