As a bitcoin miner, I have discovered countless exchanges, either decentralized or centralized. I have personally make use of 65% of the exchanges I discovered while I stay away from others, either because of the unfavorable conditions,that can make me loose my fund or not even beneficial at all.
Sirex exchange is clearly considered as a scam exchange due to the questionable features it posses. Sirex exchange has no sufficient information about it founders nor the date and even the state of residence, but it is suspected to be from Korean, because it only support English and Korean language on it website. Though, the exchange haven't disconnected it servers, because it is still accessible but no trading activities is recorded over 24 hours, 7 days and even more than a month. I am also one of the telegram group members and the last pinned message there was since August 2020. In your own interest, you can decide if you want to trade here or not, but I advice no user to trade here for now.

- None I never have a good experience from this exchange
Cons
- The exchange URL is still accessible but not functional meaning no trading activities is carried on
- Imagine even the country of establishment is not clearly known nor it date of establishment
- The telegram group has been offline
- The trading interface is not customazible
