An abandoned project
The NEURO project is like many projects that were only active for a while in 2017 and then went away. In 2017, due to the popularity of the blockchain network, I can say that almost all companies from all industries launched a blockchain network, but only a small percentage of them were successful.
Due to the fact that the NEURO project Twitter page has not been updated since August 2017, it seems that this project has been abandoned by the construction team for a long time.
In coinmarketcap, this coin is also described as untracked. To be sure, I also checked coingecko and in coingecko it also stated NRO is inactive.

I checked the block explorer address of this coin which is related to cryptoid but on this website NRO has been completely removed (check the screenshots)
