This pencil sharpener is powered by a 2000mAh lithium-ion battery that can be charged via a micro USB port. The sharpener works while the battery is charging. There is a blue light that flashes to let you know it's charging and stays on when fully charged or off when not connected to the USB cable. The instructions say "Charge using the included mobile power adapter or USB cable". There was no "portable power supply" in my kit, but a good, solid USB cable was included. The sharpener has a solid construction. The blade is a regular "regular" sharpening blade found in regular electric pencil sharpeners, no razor blade.
