These are not the easiest of parts to use and will require wire cutters to shorten. But they work like a charm. I used 2 to hold the chain adjuster on my chainstay for my bike. Ordinary zip ties would break all the time because there was quite a bit of force going on that part and any hit with rocks or sticks could break the plastic zip ties. I've decided to use them and I haven't had a single failure yet. And the other day I had a pretty big accident. Of all the accessories I have on my bike, only this one survived when I damaged it. So they work. Although they are not very easy to use. They are difficult to cut with anything other than wire cutters or other metal cutters, and difficult to secure the locking tab. The pliers work well enough to bend the tongue in place, but it takes a bit of work and a few tries to really lock it in place. A hammer and screwdriver might work better. slide or relax. However, it cannot (or at least not easily) be undone. Any connection you feel through the loop is there to be used or discarded. If you get confused and catch it before your tie is fully tightened, you can try to get it back, but don't expect success. If you have good enough wire cutters you can snip off the end and try threading the shortened tie back through the loop, but a kink in the end of the tie won't fit through. You are very picky. Use these ties with conscious action at the end, as any mistake will only ruin the tie. They are not so cheap that they can be thrown away like regular ties.
