The threads do not hold the required tension.
Don't waste time. After the third nipple was loosened in the rack, I took a close look at the threads. They won't withstand more than 16 on the Park Tool gauge or 50 kgf. The attached photo shows this bad needle between two good needles. Notice how poorly shaped the threads are and the threads are shorter than the other two.
