The cable was not the right length. cable jacket.
The cable was the wrong length. The cable sheathing made it difficult to bolt the lower mechanism to the upper one, so the seal wasn't airtight and the toilet leaked. I used to have frequent problems with this Thetford toilet mechanism and ended up replacing the toilet with a Dometic.
