2-3 ohms resistance in all starting and running circuits

My results showed the following: 2-3 ohms resistance in all circuits. (my biggest problem) the resistor lowers the voltage. Terminal #1 is only hot at startup. Terminal #2 appears to be a 12V input, terminal #3 stays hot in the run position and in the home position.
