Kindergarten math would solve the problem

I didn't like that I ordered 10 packs of cut-off wheels and only got 9 cable ties together. I had two of my local partners who even counted them and they are still connected. I paid for 10 and that's what I expected. Even the sticker on the distributor says 10.
