It needs more grinding area,
I had a very similar grinder, it didn't have a name on it but it could be set to a very fine grind to crack the peppercorns almost easily. (I broke it, maybe that's why I was able to get a very coarse grind.) This one, I don't know, I can't get a coarse grind, it's too fine, but it works very well for what it can do.
