When I first connected this to my Windows 10 PC after installing the SDK, the Kinect kept switching on and off. After some online reading, I found that the fix requires access to the camera and microphone privacy settings in Windows 10. You must toggle the camera and microphone setting separately to allow apps to access your microphone and camera. After doing this, my Kinect would no longer turn on and off and function properly.
