My daughter is tall and skinny and I can never find a bathing suit that fits, this actually fits a little too small on the bottom and a little big on the top, I'd size up but the shirt would just be way too big but the pants would be perfect.Her measurements are 23-21-24, seven years old, 4.5' tall, we got a size 8.The suit itself is very cute and seems well made. She's worn it a few times this summer and loves it.
