Bush in the waist but still ok

The fabric is very good for the money. I wish the waist was a little tighter and the hips a little looser. I'm 5ft 2in, 115lbs and of an athletic build. I got a small one. The hips and buttocks feel too tight to wear to work, but the waist is about 1 inch too loose. I also think the waist should be lower (Low Rise?) because it's in an odd spot that causes the fabric to clump. In general they are good for the money. They are nice below the knee. Good length for petite women and comfortable except for the extra fabric at the waist/hips.
