Cooked Fish on Aquarium Heater and Cooler

Has been set to 70. woken up by swimming fish and the temperature of a whirlpool. 11 months. It read the temperature correctly (mostly) - said 89 but was set to 70. In fact it was over 100. But the temperature gauge isn't the problem. Despite the fact that the lightbulb was on and said it wasn't warm, it was. I suspect the heater on/off relay is stuck.
