Tension too tight for 30#30 trained Mini Australian Shepherd

Tension (small) on rewind mechanism (which is not adjustable) is too tight for my 30#30 mini trained Australian Shepherd at leash go do not pull. So she just sits next to the pierced spiral cable. I installed a cord clamp with a U-bolt 4 feet up so she could sit without her body being pulled all the way into the cord wrap housing. It doesn't look like she's trying to stretch the cord. The manufacturer should design this with an adjustable tension spring AND provide a U-clamp (the rubber stop is useless as UV light will break it down). I bought a small one on purpose to avoid overstretching, but the results are disappointing. I will try it for a month and if there is no improvement I will return it for an extended holiday return period. Definitely not for a small dog.
