UPDATE SECOND: Both are full rated. Not many people have an expensive power meter to measure them, and another brand didn't even put out half their rated power. I would give it 5 stars but the transmitter case has no heatsink and runs at 133 degrees. F outdoors. Also, there are no mounting holes or brackets to install it. You're on your own. The receiver also gets very hot. I'm going to add a fan to the transmitter and maybe mount the receiver on a roughly 6" aluminum sheet and keep it outside or use a fan as well. I owned the company and manufactured RF power amplifiers in the late 1990's. I was also technical director of a commercial radio equipment manufacturer, I have enough experience to evaluate such products. I only transmitted a TV picture about 40 feet through obstacles, but there was no noise at all, unlike 5.8GHz that had just died. He was never good. Also overly sensitive to things in his path, like a bunch of bananas or apples!
