Budgie foot jammed

Everything was fine and dandy and my two budgies loved playing with it - until this morning one of them stuck a foot in and I found him dangling by his feet completely angry. After I stabilized it for her she was able to free herself, I moved the perch a bit closer so if they get stuck again they can put their foot on the ground - but I think by evening I'll have removed them completely . if I don't see them connecting. It's just not safe enough for them.
