Poor build quality and components. It does not work.

First the cover on both 'resistors' fell off when I received them. I decided to ignore it and install them anyway. After installing both resistors only one worked. When removing the defective resistor for inspection, the barely attached cover fell off showing how poorly constructed they really are. As you can see from the photos, the 3300uF capacitor is busted at the top and bottom; a sure sign of a bad capacitor. It's disappointing that whoever assembled it knew it was to blame. Very poor quality, buyer beware.
