Consists of a pack of cable ties and a pack of mounting brackets with foam tape on the back - all as shown in the pictures. It allows you to stick mounting squares to most surfaces (I doubt they will reliably stick to fabric, and for good adhesion you need to wipe dust off hard surfaces). The squares stick very well to hard (clean) surfaces. Then thread the zip tie through the small holes in the mounting square and grab the cables you want to locate and secure. If the cables are large or heavy you may need to use more squares closer together or use a larger square. But for my purpose of running AV and Ethernet cables in the back of my AV cabinet, they are perfect. Properly routed cables generally prevent them from hanging off the floor and being visible from the front. By the way, no matter how many of these you think you need at first - you will probably need 2 times more. It's nice to have a lot of these in your pocket. You can also use any branded zip tie with mounting squares as long as it goes through the holes on the mounting squares, but it's handy to have a set of squares and zip ties. should use black UV protected ones. But honestly I don't think I would use them in an unprotected place - I don't know how well the adhesive will hold up outside in inclement weather. But for placement on a hard surface, they're great.
