Rack. The manufacturer's estimate of 65 pounds is conservative, I've seen them handle 150 pounds or more with a single bolt anchor. Keep in mind that you should never install them in front of a hairpin or other obstacle. If you hit the bolt, it won't go all the way in or work properly. I always drill a pilot hole to check for a bolt. Over-tightening can break the head of the anchor, making it difficult to insert or remove. In the worst case, you may have to drill it out and start over with a new anchor. After all, when they fail, they don't fail like a propeller popping out. The entire drywall section must fail before they fail. You rip a golf ball-sized hole in the drywall. So install them carefully and use them when you need the highest possible strength of drywall anchors.
