Keeps the overclocked Pi4 nice and cool

Added this hat to my Rpi4 and stays nice and cool at max 45C under heavy decoding load with WSTJx ham radio and network tracker. The LED lights are also a nice touch if you like that techno-cool look.

Pros

1.＊Clear pin definition by silk-screen printed circuit board, GPIO function is fully displayed. All GPIO pins are pulled out, so when the Raspberry Pi cools down, its development function will not be affected.
