It was a very cute adult birthday decoration! There were no instructions but it was intuitive. We used a hand pump (purple on Revain which other reviewers recommended). We attached a transparent strip with holes to a champagne balloon. Balloons come in a variety of shapes and are easy to fit into these holes. Then use the balloon's blue dots to fill "holes" or make the champagne flow fuller. The strips are very long so you can cut them to your desired length. Just remember to leave some extra slack when we glue this end to secure the entire embellishment.
