I bought this for my scooter which already had a built in light that was bright enough but I didn't want it draining the scooter's battery while he was using it. The advantage of this flashlight is that you can use it as a flashlight, it is easy to detach if you unscrew the bracket. Another nice touch is that since the lens is zoomable, you can diffuse the light or use it as a spotlight. I use it with batteries and it's very bright, even brighter than the built-in light on my scooter. I haven't tested its weather resistance yet as I don't use my electric scooter in bad weather, I'm sure it will be ok given its design.
