The fan is working properly. I bought this second neck fan for the mist feature but it doesn't really work. Did a troubleshooting step to soak the sponges and then there was a very light mist (looks like very light smoke) the first 2 times. After a week of non-use, the fog stopped working again. If it works, it only lasts 5 minutes and you have to reapply the drops. It only takes a few drops of water at a time, so it's not worth the hassle as you won't feel the mist anyway. I bought this with the mist added for my husband to use for the lawn mower and theme parks as I figured it would keep him cooler than the one I bought him last year. It's basically the same because fog is too annoying because when it works you don't feel it. I just didn't send it back because I thought we both had one. So don't buy if you're just buying for fog.
