I would say it works fine but how do you know? I set the mower to 3500 rpm and could tell it was running low and initially 2700 rpm with 5 revs around the plug cord and also 2700 with 6 revs, unstable at 3-4 revs. So I say 5-6 turns is correct as recommended in the instructions. I'm an SR Calibration Specialist. So maybe I'll test it with a calibrated digital speedometer, more on that later. I then went to my motor (which is why I bought it in the first place) as I found out after a lot of research and troubleshooting. that i had bent the governor lever and the engine was barely idling, i thought the engine was bad but this happened to my honda splitter engine which worked fine until the clutch failed after i took the engine off my 27 ton Had removed MTD splitter to replace the clutch, it barely worked, then I noticed that when I rev up with the gov lever it worked fine at idle and high rpm, that's when it occurred to me that I sat with a linkage adjuster on the side (that caused the problem) so now I've had to drop the rpm to 3600 which I need, whatever one may say it's been running at a lower rpm since the new one, apparently it's accelerating faster now and better, maybe this will help someone with a GOOD/BAD engine haha
