Our old flat screen TV had RCA and component video (plus HDMI) connections. The new TV only has HDMI. With this little gadget, we were able to quickly and easily connect an old VHS player to our TV! I have a picture quality of "5", but remember that the quality depends on the quality of the VHS tape and its resolution. This gadget doesn't make the resolution any better than what VHS puts out, which is no better than 480 resolution (compared to 720/1080/4K). So I doubt it's "upscaled" - not for a $12 device, but it works great for what I need!
