Works but not with iPad

Used at school to charge 8 new iPads. This works unless the kids completely drain the battery and it turns off. Then this charger will not work, it will never start charging. You have to plug them into a regular wall charger for an hour to charge them more than 5%, and then you can plug them back into that charger. As long as you plug them in before they run out completely, this charger will work. But I have a $17 multi-charger at home that charges a dead iPad, for the price I expected better.
