Our Moody Maxi doesn't seem to be responding or seems to be working fine. Adding a silent dog whistle to our maxi family member should be a good idea. The whistle arrived in simple but effective packaging and the quality feels good, no sharp edges, gentle twist to adjust the tone and a nice neck strap. Not sure about the quiet aspect as both people in the house can hear it but not loud enough to be obnoxious. Our Maxi, on the other hand, naturally hears it and comes closer, cocks his head and wonders what that is. I could find an alternative use though, a great way to keep the neighborhood dogs from barking! Although they are both very cute puppies, they tend to bark at each other in the garden for no apparent reason. So, purely for testing purposes, I whistled when they started one of their random barking episodes, which they immediately stopped. or habitually because I feel it requires multiple training regimens.
