Maybe I just misunderstood. Anything can happen

This controller has turned out to be defective. I've been trying to pump fizzy moonshine with this thing for months to no avail. Eventually I realized that it wasn't regulating the incoming CO2 at all. I disconnected all lines from the regulator and set them to zero psi. And the psi is slowly increasing to 60! I even turned off the regulator right off the CO2 tank and it still went up to 60psi. I connected another regulator to the same setup and it worked perfectly. This one is clearly broken.
