Your manufacturer's packaging leaves a lot to be desired. I found that I had packed two pairs of pads in a plastic bag, one inner and one outer. The problem is that the two inner pads have the same lateral insert. What to do! Well, with one pad tilted to one side and the other slightly the other side, both pads can be tipped and when the caliper is brought into position to align the bolts, tap the inner pad training edge lightly and then the front edge of the outer pad and they will work just fine. With that in mind, if the pack has two inner pads and two outer pads, you can make it work.
