Start on the lowest setting for cats
At first my cat didn't want to sleep on it but when I set it to the lowest setting she started using it. I can lift him up a little when it's very cold, but he doesn't like it when it gets warm. 90 is the maximum, he will use it. I'm not sure why these settings are so high. I think higher settings will be too hot for any pet.
