Wheels not turning properly

One of my factory adjusted wheels broke because the strut was removed during repair and fell off the strut so I bought it as a replacement. Since the factory set has sagged a bit in the few years I've had a dishwasher, I figured it would be best to swap them all out and leave it as is. a little and the wheels seemed to work. However, when I put the rack in my dishwasher, when I tried to slide the rack in or out, the wheels didn't turn - they just slipped. The rack resisted being pushed or pulled by these wheels, probably because they didn't turn. I checked and they were the same as the factory wheels when I took them off and there was a slight gap like the factory wheels to prevent them from being wedged on the sides. If I took the trunk off again and put it on the floor, the wheels would spin. Back in the dishwasher, I might as well use skids in place of those wheels. The wheels appear to have a little more rolling resistance than the factory wheels. My dishwasher has a stainless steel interior; Perhaps the wheels simply have more axle friction than stainless steel. I'm not sure, but the rack is harder to pull out or put in - even empty! - with these wheels. I put the originals back on my stand and it works as expected again - the factory wheels spin when I extend or retract the stand.
