All 3 receivers are somehow paired with multiple remotes

I have 3 of these remotes and can't get them to work independently. Remote 1 controls rooms 1 and 3. Remote 2 controls rooms 2 and 3 and remote 3 controls rooms 1 and 3. I can't get them to reprogram them any other way. Per the manual's recommendations, to reprogram you must press the bottom stop within 60 seconds of powering on. Powered off all 3, waited 2 minutes between tedious power on, reboot and power off. The situation doesn't change. I will end up buying a different brand remote to replace all three. Don't buy them.
