My 2 year old is petite (22lbs) so I needed a swim nappy that was snug around the waist and legs and it was perfect. It won't be long when she's an adult - there's not a lot of room to grow, but don't buy a swim diaper "with room to grow" as the whole purpose is to prevent solids from entering the body reach . in the pool, but at a low price, it's easy enough to buy another one.
