I don't know what the other reviewers are talking about but these fans are very quiet even at max speed. The only sound you hear is air movement and they are very quiet compared to standard case fans and most. No, it's not PWM, but it's not necessary. Just set them to whatever speed/noise level you find appropriate and leave them there. They're a lot more powerful than I expected for the price and the lighting looks good too. Overall I recommend these if you want cheap fans that are actually quite good for their price and only buy them if you think they are the best. shipped, do not order from China now.
