Needs some work to be usable

The first thing I noticed when I received this was that the head was badly driven into the wooden handle and the wood was damaged and cracked. The faces were ugly. The rounded face was something of a rounded, crooked point and not even remotely flat, and a flat face was certainly nowhere near flat. The flat face looked like someone was grinding it, noticed it was the wrong angle, and changed the angle, but then the end of the shift whistle sounded, so they left it halfway. It also had some rust on the steel. Considering the price I would refrain from returning it. I clamped the head in a vise and used a file to reshape the face and then sanded, polished and sanded to be suitable for jewelry work. I repaired the damaged handle by filling the crack and the space between the head and handle with some UV epoxy and it's still holding. So if you expected a professional quality instrument at this price, you're crazy. The tool can at least be made functional enough if you're willing to spend some time with it, but if you want a tool that's ready to use, you'll have to look elsewhere. If you're willing to put in a little time and effort but are on a budget, it might be worth the few bucks it's worth.
