The soot can't take it off and it stops or calms their crows
When I first put it on they bothered them (of course) and they tried to back off with their heads down. They've gotten used to it and at first I had them tight enough to muffle their crowing (I could still hear them but they were quieter) and now they're fully tightened, the birds can eat/drink/make noise, they can just don't crow.
