Tape may work if the Raspberry Pi is laid flat on a surface, but the tape will not stick beyond a 45 foot angle. Even flat thermal tape seems to float on the chips. Even folded sections move a little between each other and stick poorly even on fans. The thermal tape barely stuck to its own plastic film. The fans might be fine, but there's no way to guarantee they'll be attached to the RPI other than with crappy thermal pads/tape.
