I would call this a second generation evaporative filter. The outer layer's blue filter helps reduce dirt build-up. It also prevents the filter from being over-expanded by water like other first generation filters. Evaporation/humidity may be slightly less compared to the OEM filter, but that's not a big deal. Solid value with four sets.
