Noise and Rattle - Heating, Cooling and Air Quality

I have an old store bought version of this fan that lasted a couple of years and then started melting from the inside! So I have this "newer" version and it's annoying. The fan is too loud, indicating a crappy design. When I first started it it rattled and made a high pitched noise. Terrible. So I decided to run it at full blast for a couple of hours to "break it in" which helped get rid of the shrill noise and reduce the rattling. When this fan is running you will hear a cyclical ripple noise as if the fan was not properly centered. , rather than a constant, consistent sound. It's annoying. Even on the lowest settings, it's loud and overpowered too. A few other points: the knobs only seem to work 75% of the time, sometimes I have to press the oscillating knob more than once for it to finally start spinning back and forth. The instruction manual is poor, it doesn't explain that the POWER button is the button you have to press to toggle between speeds. There is a symbol of power on it. How difficult is it to add I II and III? The noise is loud enough for a video chat, even though it was 10ft from another table people could hear it and thought it was a vacuum cleaner.
