Thick hard rubber and installs as quickly as I can change my license plate. My work trailer has a ramp in the back with 3 rubber pads to keep it from hitting the pavement hard. The license plate and lights are well into the top corner of the gate and the original hard plastic holder has flattened and ripped into pieces. This frame allowed for replacement in the same place, protecting the panel while also acting as a stop for the gate if it fell. Worth the money for what it is used for. Holds up well!
