Should be on the day of the water change.
Cleanliness is a must for my 150 gallon goldfish tank! Water change day always means "ugh, that's kinda gross" when (erm) all that hoot gets cloudy about the vacuum. I treat my new water with their safe and then with clarity about ten minutes later. It's always a bit of a surprise for me and the fish, but for an hour or so we all enjoy beautifully clear water.
