This heater is rated for up to 40 gallons. My 29 gallon tank is maxed out but not heating well

I am using this product in my 29 gallon tank. I figured that would be enough as this 150 watt model is advertised as suitable for aquariums up to 40 gallons. The temperature control on this heater is not very accurate so I set the temperature control as high as possible. (well over 80 degrees Fahrenheit). But even with the knob turned to maximum, my 29-gallon tank doesn't even get to 79 degrees Fahrenheit. The water temperature in my aquarium stays around 76 degrees Fahrenheit even with this heater set to maximum. And no, it's not too cold in my house. The normal room temperature in my house is around 70 degrees Fahrenheit. This heater cannot reach the specified temperatures even if the aquarium is 25% smaller than the maximum size this heater is designed for. I cannot recommend this heater. Either it is defective or it misrepresents how large an aquarium it can handle and how high it can maintain the aquarium temperature.
