I knew I had to spend a few bucks for a quality waterproof jacket and it was worth it. Although it's only supposed to rain in warmer weather I went up a size and can layer it underneath and wear it in colder weather. I prefer small to medium unisex tees and a medium size would work well with a single layer, but a large was a good choice for layers. The torso and sleeves are nice and long, ideal for cycling. Pit zips are also great for sweaty commutes. There is enough room in the hood for hair, it even fits on my helmet. The cherry tomato color is very light, great for visibility! I rode my bike in this jacket for 40 minutes in the pouring rain and felt wet inside but no visible water seeping through. The inside of the jacket gets wet and sticky from a lot of rain but that's the worst and you don't know if you're wearing a layer underneath. I don't recommend wearing a t-shirt underneath unless you want a tacky and rough feel as the jacket is only one layer and the inside is plastic. Think of it as an outer waterproof shell, not a full jacket!
