This resolution choice had to be made in two places: First for the active desktop resolution, set it in DisplaySettings by right-clicking on the desktop. Then, to enable the active signal, set it by clicking Advanced Settings, selecting View Adapter Properties for the external monitor, and selecting List All Modes under the Adapters tab.
