The real problem was outdated Windows 10 drivers on two 4 year old Dell laptops. After getting a slightly newer version of the 7260 mini PCI card, I found the correct drivers and they worked with my old 7260 card too. However, in speed tests, this new 7260 HMW card seemed to run 30-50% faster, so I chose to keep it rather than return it. It's a network card, it fits in my laptop's slot, connects my laptop to my wifi network and doesn't seem to drop connections and I wasn't expecting more so yeah I like it I'll leave it.
